April 2026 update: Jupiter Power confirmed in an April 6, 2026 meeting that parcel 9030 is part of the Cascadia Ridge project, providing the generation tie-line corridor connecting the BESS facility to the Mt. Si substation at parcel 9091. This makes 9030 a sixth parcel in the project footprint, in addition to the five BESS parcels. Parcel 9030 is explicitly listed in the Pre-Annexation Development Agreement (PADA, Rec# 20110202001508) between PSE and the City of Snoqualmie, whose use provisions limited the corridor parcels to PSE utility infrastructure during the agreement’s ten-year term (now expired). What remains in force on this parcel is the perpetual Covenant and Grant of Easement (Rec# 20110429001446): its wetland and stream buffer, vegetation maintenance, and native growth protection areas require prior written City approval for disturbance, and the City holds independent enforcement rights. A gen-tie line and clearing through those protected areas would need that approval.
